Why workplace emergency training is not optional in Australia.
AS 3745 — Planning for emergencies in facilities — is the Australian Standard that sets out how every workplace must plan for, prepare for, and respond to emergencies. For healthcare facilities, AS 4083 — Planning for emergencies — Health care facilities — sets parallel and additional requirements. Both standards apply across virtually every facility where people work, study, are treated, or are cared for, and WHS legislation in every Australian jurisdiction references them — making compliance a duty rather than a choice.
The standard places clear obligations on Persons Conducting a Business or Undertaking (PCBUs): establish an Emergency Planning Committee, appoint and train an Emergency Control Organisation, develop and maintain emergency procedures, and conduct regular exercises to test readiness. These are not paperwork exercises — they are the operational backbone that protects people when something goes wrong.
Failure to meet these obligations exposes organisations to regulatory action, insurance complications, civil liability, and — in the worst case — preventable harm to occupants. These standards are the benchmark insurers, regulators, and courts measure against when something goes wrong. FERST helps Australian workplaces meet them practically, with site-focused training that turns compliance into genuine capability.
Required training and exercise frequencies
Frequencies above reflect AS 3745:2010 and FERST recommended practice. Healthcare, aged care, and high-rise residential facilities may have additional or more frequent requirements under AS 4083 or jurisdictional codes.
